The Joint Commission On Accreditation And Education (JCAE) is a professional Crisis and Disaster Relief training institution under contract as the official training institution for Chaplain Fellowship Ministries International. JCAE instructors are certified TCLEOSE Instructors, certified as Texas Department of Health Instructors, and certified as Department of Public Safety Instructors (TCLEOSE is the acronym for "Texas Commission on Law Enforcement Officer Standards and Education"). Police departments and officers, first responders and special agents who need TCLEOSE credits contact Dr. Brown before classes start. Three highly qualified and field tested instructors are available to meet your traumatic crisis intervention training needs: All instructors are members of Chaplain Fellowship Ministries International inc.

JCAE President Chaplain Doyla A. Brown, Ph.D., worked as a 911 dispatcher and training instructor for several decades training police officers, firefighters, first responders and chaplains

Chaplain Lynn Brown is a former Capt. with the Harker Heights Police Department and later served as Deputy Sheriff and criminal investigator with Bell County Sheriff's Department. Chaplain Lynn Brown specializes in Law Enforcement Chaplaincy training

Chaplain Thomas Peoples is a former police officer with the Harker Heights Police Department and former Texas DPS Trooper. Chaplain Peoples is an authority in officer suicide, crisis and trauma intervention and currently trains state and federal Law enforcement officers in crisis intervention.

CFMI Members in good standing will receive a discount on training offered by JCAE, so be sure to let the JCAE staff know when you register. Students will receive their certification in each course completed with a passing grade.

1. COURSE TITLE: Pastoral Crisis Counseling ( Learning Objectives )

Module 1:
A. The student will utilize critical thinking skills in assessing the dynamics of the crises
B. The student will identify the crisis theory when affecting crisis behavior
C. The student will recognize human nature during crisis intervention.
D. The student will identify the "crisis of faith" response during trauma

Module 2:
A. The student will be able to recognize the social impact during crisis incidents
B. The student will be able to recognize signs and symptoms associated with a crisis
C. The student will acknowledge caution indicators associated with a crisis

Module 3:
A. The student will be able to evaluate a person in a crisis
B. The student will be able to evaluate the crisis situation
C. The student will recognize the best approach for assessment.

Module 4:
A. The student will know the difference in CISM debriefings/defusing
B. The student will identify debriefing and defusing procedures
C. The student will identify the importance of follow-up procedures


2. COURSE TITLE: Cultural Sensitivity and Spirituality for the First Responder Chaplain ( Learning Objectives )

Module 1:
A. The student will recognize cross cultural differences in society
B. The Student will Identify skills necessary for cultural competence

Module 2:
A. The student will recognize the difference between spirituality and religion
B. The student will identify traits of someone in spiritual distress
C. The student will recognize the diversity in beliefs and practices

Module 3:
A. The student will identify basic spiritual care for chaplains
B. The student will identify chaplain qualifications
C. The student will recognize chaplain functions and activities

Module 4:
A. The student will recognize cultural differences in all cultures
B. The student will recognize spiritual , ritual and practice customs
C. The student will identify quick guides for spiritual beliefs within customs


3. COURSE TITLE: Disaster Relief, The Chaplains Role ( Learning Objectives )

Module 1:
A. The student will get an introduction into Disaster Relief Ministries
B. The student will understand Chaplain Code of Ethics
C. The student will be introduced to Disaster Ministry

Module 2:
A. The student will gain an understanding of a spiritual ministry
B. The student will recognize the standard of care for chaplains
C. The student will identify survivor expectations

Module 3:
A. The student will identify the basic role of a disaster chaplain
B. The student will recognize conflicts and identify solutions
C. The student will recognize chain of command and neutrality aspects
D. The student will recognize victim care, core values and after care techniques

Module 4:
A. The student will identify spiritual care definitions
B. The student will recognize the importance of emotions and spiritual relationships
C. The student will recognize the dimensions of emotions

Module 5:
A. The student will understand the emotional impact of disaster
B. The student will identify delayed reactions, phases and effects of disasters
C. The student will identify diversity in disasters
D. The student will understand the importance of prayer in disasters

Module 6:
A. The student will recognize responsibilities of the disaster relief chaplain
B. The student will identify the crisis response and the terminology associated with disasters
C. The student will recognize the importance of spiritual care for the volunteer
D. The student will identify the do's and don'ts of communications

Module 7:
A. The student will understand the importance of self care
B. The student will know what they expect after the disaster mission
C. The student will recognize the importance of a support system for the chaplain

Module 8:
A. The student will understand God's presence though disasters
B. The student will recognize compassion, it's importance and usage
C. The student will identify ways to have compassion with children


4. COURSE TITLE: Volunteer Chaplain Liability ( Learning Objectives )

Module 1:
A. The student will Identify volunteer service providers and their services
B. The student will recognize the need for volunteer service chaplains

Module 2:
A. The student will understand the difference between volunteers and auxiliaries
B. The student will recognize the definitions of negligent acts of chaplains
C. The student will identify department recommendations

Module 3:
A. The student will identify the concepts of negligence
B. The student will recognize department and chaplain obligations
C. The student will identify the duties of the department and the chaplain

Module 4:
A. The student will recognize the qualifications and limitations of the chaplain
B. The student will identify the volunteer protection act and its meaning
C. The student will identify negative consequences for volunteer service providers
